Various research findings have shown the benefits of a child’s participation in quality early care and education programs, mostly preschools, well into their adult years. High quality early care preschool settings are environments in which children feel safe to explore and learn about themselves and the world around them. They offer family support services, food and nutrition programs, as well as a place in which children can socialize and learn.

Lifetime Effects: The High/Scope Perry Preschool Study Through Age 40 (2005)
High/Scope’s Perry Preschool Study is one of the longest running and best known studies of the effects of preschool education. The study compares the lives of two groups of at-risk children, one group who had a high-quality preschool program in the 1960s and another who had no preschool program. This monograph reports the remarkable results of the latest phase of the study, looking at a wide range of factors in the lives of the two groups of study participants at the age of 40.

The Earliest Years: Review of Research, Best Practices and Wise Investments for Children Ages 0 through 3
FIRST 5 Santa Clara County (FIRST 5) recognizes that school readiness begins at birth and is interested in exploring how most effectively to increase its investments in programs for children ages 0 through 3. To support FIRST 5 in its decision making about promising programs for children ages 0 through 3, SRI International conducted a literature review of the factors that influence children’s health and development in the first years of life and programs that support their optimal development.

The Carolina Abecedarian Project
The Abecedarian Project was a carefully controlled study in which 57 infants from low-income families were randomly assigned to receive early intervention in a high quality child care setting and 54 were in a non-treated control group. This degree of scientific control gives investigators greater confidence that differences between the treated and untreated individuals can be attributed to the intervention itself, rather than to differences among treated and untreated families.

Preschool and Child-Care Quality in California Neighborhoods
Noting that the quality of child care and early education available to lower-income families has received considerable attention over the past decade, this study explored variability in the quality of California day care centers and preschools. Participating in the study were 170 centers and preschools situated among 20 California zip codes, clustered in three counties: Los Angeles, San Francisco, and Santa Clara.

Ladders of Learning: Fighting fade-Out by Advancing PK-3 Alignment (2006)
The fade-out effect of achievement during the elementary years may cause some to rush to judgment about the efficacy of preschool and full day kindergarten concluding that such early childhood programs are not beneficial to children and therefore are a waste of time and resources. Such a conclusion, however, would be premature and overly broad. There are several plausible explanations for fadeout during elementary school; all point to the need to expand and improve children’s learning experiences from preschool through third grade.

Assessment of Kindergarten Readiness in San Mateo County and Santa Clara County (2006)
In 2005, Applied Survey Research launched the Assessment of Kindergarten Readiness in San Mateo County and Santa Clara County. This bi-county research effort - spearheaded by the Peninsula Partnership for Children, Youth and Families and the Santa Clara County Partnership for School Readiness - represents the first collaboration to measure school readiness across the two counties. The report provides a comprehensive look at the children who entered kindergarten in Fall 2005, focusing specifically on the portrait of skills they bring to kindergarten and the factors associated with being ready for school.

How Much is Too Much? The Influence of Preschool Centers on Children’s Development Nationwide (2005)
This analysis considers the effects of different preschool or child-care arrangements on children’s cognitive and social proficiencies at the start of kindergarten, focusing on how the duration and intensity of participation affect children across developmental domains. And we focus on how such benefits or decrements in development may vary across children from different social classes and ethnic groups.

Early care and education is included as an essential component because of its potential to support children’s early learning, health, and development of social competence. Local Early Education Planning Council of Santa Clara County Child Care needs Assessment (2003)
Of the 87,500 children age 0-5 that need child care, an estimated 34,600 children or 40% of the total children needing care, need financial or other assistance with their child care. 20,400 of these 34,600 children are in need of publicly subsidized child care. Currently, 11,000 of these 20,400 children age 0-5 are being served through the subsidized system in Santa Clara County, leaving 9,400 children age 0-5 in the county not receiving assistance.

Study Circle Briefing Paper
The Santa Clara County Partnership for School Readiness was founded to support the school readiness and success of local children, families, and schools. To best focus community investments, the Partnership first needed to determine what supports were needed, and so they commissioned a three‐year readiness assessment benchmark in 2004, 2005 and 2006 to better understand the school readiness of children entering kindergarten in Santa Clara County. Analysis revealed two pressing readiness needs among new kindergarten students: Although many children do enter schools ready to learn, more than one in four children have significant development needs in the areas of self‐regulation and/or language.
